New members admitted to the AMF Corporate Accounting Directorate and Legal Affairs Directorate

Marie Seiller has been appointed Executive Director of Corporate Accounting. Ms Seiller holds a degree from ESCP-EAP.

She began her career in 2000 as an auditor at Arthur Andersen, now Ernst & Young. She worked for seven years as a Senior Manager on financial audit assignments in the industrial and environmental services sectors, and provided advisory services on corporate transactions. In April 2007, she joined the AMF Corporate Accounting Directorate as a senior project manager, then as a technical advisor starting in January 2010. In April 2013, she was appointed deputy director of the Corporate Accounting Directorate, in charge of accounting policy. As deputy, she was responsible for monitoring developments with regard to IFRS and international accounting groups, at the level of both the ESMA and IOSCO, and actively participated in writing AMF publications, including year-end recommendations for financial statements.

The AMF Corporate Accounting Directorate is a directorate of experts who contribute to the mission of overseeing the quality of issuers’ financial disclosures, verifying that listed companies correctly apply accounting standards. It is also responsible for monitoring developments in International Financial Reporting Standards (IFRS) and French accounting practices, and in auditing standards.

Delphine Charrier-Blestel has been appointed as deputy to Anne Maréchal, Executive Director of Legal Affairs at the Autorité des Marchés Financiers (AMF). She heads up the Regulations, Policy and General Litigation Division. Delphine is a lawyer with a Master’s in International Tax Affairs from Panthéon-Assas University (Paris II) and HEC Paris. She began her career in 1997 at the law firms Fidal and Coopers & Lybrand.

From 2003, she specialised in knowledge management, first for Freshfields Bruckhaus Deringer and then for SJ Berwin. In 2007, Delphine joined the AMF as head of policy of the Corporate Finance Directorate. In 2013, she was appointed as the AMF’s Deputy Head of the Listed Companies Regulatory Affairs Division within the Regulatory Policy and International Affairs Directorate. In this role, she took part in strategic thinking and European and/or international work on topics such as corporate governance or shareholders’ rights.

The Regulations, Policy and General Litigation Division aims to improve the readability of the AMF’s policy and regulations. In 2016, the Division was in particular charged with coordinating the AMF’s preparations for the implementation of European directives and regulations, modelled on the revised framework for the Markets in Financial Instruments Directive (MiFID 2).
